The City Administrator serves as the Chief Administrative Officer of the City. He is responsible for the day-to-day administration of City operations and implementation of policies received from the Governing Body. He advises the Mayor and Council in policy formulation and supervises the City staff.

May 2011

1	Service Organization Change & Culture Improvement.	Better internal cooperation has translated into a much improved workplace environment which has produced survey-confirmed high quality service delivery.
2	2005 Action Plan Progress	Control and Management guiding the positive outcome in two key areas: Financial and HR.
3	Strategic Planning & Budget Process	Implemented and institutionalized improvements by creating a useful dynamic approach to mission, vision, and action based quarterly planning to prepare for and efficiently achieve critical objectives.
4	$7 - $8 million - Financial Management	Sustained $1.4 million Rainy Day Fund. Generated $7+ million in General Fund surpluses over the last 10 years despite recession and sales tax revenue challenges.
5	Staffing Management	Implemented a Staffing Authorization Plan to begin dealing effectively with critical costs, capacity utilization, and coverage issues.
6	$5 - $6 million - Senior Center a legacy asset for the City	From concept to reality this Center was made possible by the creative use of RDA resources and the initiative to develop and operate a program and housing facility that is the envy of many cities.
7	$1.5 - $2 million - RDA Loan Program, a perpetual loan fund	Initiated, implemented, and managed a perpetual loan program that meets the housing improvement needs of many residents and properties.
8	$1 - $1.5 million - West Bench RDA Project Area	Developed and implemented this new project area. Purchased 5+ acres of property for the RDA that will eventually be sold for a profit of over $1 million.
9	Property Acquisitions - Beneficial and Profitable	FDIC 8+ acre Parcel at 550 West Don Gibby & Rocky Mtn Power Prop swap. Baird property for 1500 W. connection to Ritter. Parkridge prop to connect 500 to 550 West. Colton 3+ acres for River trail and land-use.
10	Technology & Other Initiatives	New improved City website. Equal pay and automatic utility payments. Employee direct deposit payroll processing. Council and Planning Comm packet preparation. Monthly newsletters City Surveys Use of Roy Aquatic Center and Roy Complex.
